Unit Manager for Project and Innovation
The position is located within the Health and Care Administration, which is one of eight administrations in Linköping Municipality. The Health and Care Administration is responsible for the municipality's elderly care, health care, regulatory activities, ordering services, and provides care and support in-house. Your Responsibilities
As the unit manager for the newly established Project and Innovation unit, you will play a central role in the administration's development and digitalization efforts. You will lead a team of currently seven qualified employees, primarily development leaders, responsible for the administration's overall portfolio of development projects driven by welfare technology.
The unit's areas of responsibility span innovation, project management, administration-wide projects, and contract management.
Your mission is to ensure that projects are coordinated and resourced for maximum benefit to our citizens and employees. You act as a cohesive link within the framework of the municipality's governance and collaboration model (PM3). A central part of your mission will be to, together with your team and in close dialogue with the operations, be responsible for the administration's innovative capacity. This means actively monitoring the external environment, identifying future needs, and driving the development of welfare technology towards smarter and more sustainable care and support.
You will be a key person in translating strategic goals into concrete, value-creating initiatives and report directly to the head of the Planning and Development department. The role also involves presentations in the management group and committee.
Your Workplace
We work with quality awareness and professionalism to make every day as good as possible for the residents of Linköping who need us. Each year, we provide care and support to approximately 4,100 residents of Linköping, of which about 1,350 live in special housing and about 2,800 receive home care.
About half of all operations are procured through contract agreements. The municipality is the principal for all operations.
The position is located in the Project and Innovation unit within the Planning and Development department. The department's mission is to create conditions for the entire administration to succeed by developing effective working methods and ensuring that the work is organized in safe and appropriate processes, supported by the opportunities of digitalization. You will work in a dynamic environment with great opportunities to influence.
The administration you belong to organizationally has a comprehensive responsibility for regulatory activities, planning, ordering, execution, and follow-up within care and support. You collaborate closely with the administration's other managers and employees.

Who You Are
We are looking for a confident and experienced leader with the ability to see the big picture and think strategically. You are structured in your working methods and have a strong ability to translate visions into concrete results.
For this position, we require:
- Relevant academic degree, for example, in computer science, information technology, or other education that the employer assesses as equivalent, combined with documented experience in business development and digital transformation.
- Several years of documented experience as a manager with personnel, budget, and work environment responsibility.
- Experience in leading strategic development and change work in a large and complex organization.
- Experience in project and portfolio management.
- Experience from care and support and public administration, as well as work with welfare technology and digital transformation.
- Experience in leading innovation processes.
- Very good knowledge of Swedish in speech and writing.
It is an advantage if you have:
- Knowledge of contract management and/or public procurement.
As a person, you are analytical, communicative, and have a pronounced ability to collaborate. You are development-oriented, see opportunities in challenges, and are motivated by coaching your employees and creating results together with others.
